Tax Year 2025-26 Ka Bada Relief
Finance Act 2025 ne Pakistan ke salaried class ko khaas relief diya hai. Pichle saal Finance Act 2024 ne tax rates khaas increase kiye the jo middle aur upper-middle class ke liye bohot burden ban gaye the. 2025-26 mein government ne 3 slabs ke rates kam kiye hain aur high earners par surcharge bhi 10% se 9% kar diya hai. Salaried Tax Slabs — Side By Side Comparison
Pakistan mein salaried individuals ke liye 6 slabs hain. Yeh slabs un logon par apply hote hain jin ki salary total taxable income ka 75% se zyada hai.
Tax Year 2024-25 (Finance Act 2024)
- Up to Rs 600,000 — 0% (no tax)
- Rs 600,001 – 1,200,000 — 5% of amount exceeding Rs 600,000
- Rs 1,200,001 – 2,200,000 — Rs 30,000 + 15% of exceeding 1,200,000
- Rs 2,200,001 – 3,200,000 — Rs 180,000 + 25% of exceeding 2,200,000
- Rs 3,200,001 – 4,100,000 — Rs 430,000 + 30% of exceeding 3,200,000

Tax Year 2025-26 (Finance Act 2025 — Latest)
- Up to Rs 600,000 — 0% (no tax, unchanged)
- Rs 600,001 – 1,200,000 — 1% of amount exceeding Rs 600,000 (pichle 5% tha)
- Rs 1,200,001 – 2,200,000 — Rs 6,000 + 11% of exceeding 1,200,000 (pichle Rs 30,000 + 15% tha)
- Rs 2,200,001 – 3,200,000 — Rs 116,000 + 23% of exceeding 2,200,000 (pichle Rs 180,000 + 25% tha)
- Rs 3,200,001 – 4,100,000 — Rs 346,000 + 30% of exceeding 3,200,000 (unchanged rate)
- Above Rs 4,100,000 — Rs 616,000 + 35% of exceeding 4,100,000 (unchanged rate)
Finance Act 2025 Ke 4 Bade Changes
- Slab 2 rate: 5% → 1% (low-income earners ke liye 80% kam tax)
- Slab 3 rate: 15% → 11% (Rs 1.2M-2.2M walon ke liye)
- Slab 4 rate: 25% → 23% (Rs 2.2M-3.2M walon ke liye)
- Surcharge: 10% → 9% (sirf salaried individuals par jo Rs 10M+ kamate hain)
Non-salaried aur AOP slabs mein koi change nahi hua. Sirf salaried class ko relief diya gaya hai.
Worked Examples — Har Income Level Par
Example 1: Rs 50,000 Monthly Salary (Rs 600,000 Annual)
Yeh slab 1 mein aata hai — 0% tax. Tax Year 2024-25 aur 2025-26 dono mein Rs 0 tax. Take-home = Rs 50,000/month.
Example 2: Rs 100,000 Monthly (Rs 1,200,000 Annual)
2024-25: 5% × (1,200,000 - 600,000) = Rs 30,000/year = Rs 2,500/month
2025-26: 1% × (1,200,000 - 600,000) = Rs 6,000/year = Rs 500/month
Saving: Rs 24,000/year — relief of 80%!
Example 3: Rs 200,000 Monthly (Rs 2,400,000 Annual)
2024-25: Rs 180,000 + 25% × (2,400,000 - 2,200,000) = Rs 180,000 + Rs 50,000 = Rs 230,000/year (Rs 19,167/month)
2025-26: Rs 116,000 + 23% × (2,400,000 - 2,200,000) = Rs 116,000 + Rs 46,000 = Rs 162,000/year (Rs 13,500/month)
Saving: Rs 68,000/year — relief of 30%!
Example 4: Rs 500,000 Monthly (Rs 6,000,000 Annual)
2024-25: Rs 700,000 + 35% × (6,000,000 - 4,100,000) = Rs 700,000 + Rs 665,000 = Rs 1,365,000/year (Rs 113,750/month)
2025-26: Rs 616,000 + 35% × (6,000,000 - 4,100,000) = Rs 616,000 + Rs 665,000 = Rs 1,281,000/year (Rs 106,750/month)
Saving: Rs 84,000/year. (Note: Slabs 5 aur 6 ke rates same hain, lekin base amounts kam ho gaye hain slab 4 ki wajah se).
Non-Salaried Aur AOP Slabs (2025-26)
Agar aap business karte hain, AOP (Association of Persons) hain, ya freelancer/professional hain, to aap ke liye alag slabs hain jo 2025-26 mein unchanged hain:
- Up to Rs 600,000 — 0%
- Rs 600,001 – 1,200,000 — 15% of exceeding
- Rs 1,200,001 – 1,600,000 — Rs 90,000 + 20%
- Rs 1,600,001 – 3,200,000 — Rs 170,000 + 30%
- Rs 3,200,001 – 5,600,000 — Rs 650,000 + 40%
- Above Rs 5,600,000 — Rs 1,610,000 + 45%
Note: Non-salaried class ka top rate 45% hai jabke salaried ka 35%. Is liye business income walon ke liye tax planning aur important ho jaata hai.
Section 7E — Deemed Income Tax On Property
Finance Act 2022 ne Section 7E introduce kiya tha jo ab bhi active hai. Is ke mutabiq:
- Agar aap ke paas 1 residential property hai jo self-occupied hai (aap khud rehte hain), to exempt hai.
- Har additional property (rental, vacant, investment) par 1% deemed income tax lagta hai fair value par.
- Deemed income = 5% of fair value (FBR ki notified value). Tax = 1% × 5% × fair value = 20% of deemed income.
- Property 25 lakh se zyada ki ho to hi apply hota hai. Ek kanal se zyada agricultural land exempt hai.
Example: Agar aap ke paas ek Rs 2 crore ka rental flat hai, deemed income = 5% × 2,00,00,000 = Rs 10,00,000. Tax = 1% × 10,00,000 = Rs 1,00,000/year. Yeh tax aap ki salary tax ke ilawa additional hai.
Teacher / Researcher Rebate — 25% Tax Relief
Finance Act 2025 ne full-time teachers aur researchers ke liye 25% tax rebate wapas introduce kiya hai. Yeh rebate Tax Years 2023, 2024 aur 2025 ke liye available hai (retrospective). Eligibility:
- Aap full-time teacher ya researcher hon kisi government-recognized institution mein.
- Salary se ho (non-salaried teachers eligible nahi).
- Monthly tax deduct hoga kam — payable tax minus 25% rebate.
Example: Agar aap teacher hain aur Rs 200,000 monthly salary par tax Rs 13,500/month (2025-26) lagta hai, to rebate ke baad tax = 13,500 × 0.75 = Rs 10,125/month. Saving = Rs 3,375/month = Rs 40,500/year.
Important: Tax Year 2026 se yeh rebate khatam ho jaayega — yaani 1 July 2025 se 30 June 2026 tak earn ki gayi income par yeh rebate nahi milega.
Filer Vs Non-Filer — Negative Tax Difference
Filer ban-ne ke 3 bade faiday — jo aksar log nahi jaante:
- Bank cash withdrawal tax: Filer 0%, Non-filer 0.8% (Rs 50,000 se zyada withdrawal par daily basis).
- Property transactions: Filer 1.5%, Non-filer 4.5% (sale value par advance tax).
- Car purchase: Filer 1%, Non-filer 2-3% depending on engine size.
- Mobile phone purchase: Filer 1%, Non-filer 3%.
- Dividend tax: Filer 15%, Non-filer 30%.
- Bank profit tax: Filer 15%, Non-filer 30%.
Ek non-filer jo Rs 10 lakh bank se withdraw karta hai, Rs 8,000 extra tax deta hai. Property khareed par Rs 1 crore ki, Rs 3 lakh extra. Yeh chote chote amounts saal mein lakhon rupaye ban jaate hain.
Surcharge — 1 Crore+ Earners Ke Liye
Agar aap ki annual taxable income Rs 10 million (1 crore) se zyada hai, to normal tax ke ilawa surcharge bhi lagta hai:
- Salaried (2025-26): 9% of income tax
- Salaried (2024-25): 10% of income tax
- Non-salaried/AOP: 10% (unchanged)
Example: Agar salaried income Rs 1.5 crore hai aur tax Rs 50 lakh aata hai, to surcharge = 9% × 50,00,000 = Rs 4,50,000. Total tax = Rs 54,50,000.
Tax Return File Karne Ka Tareeqa
- FBR website (iris.fbr.gov.pk) par account banayein — CNIC aur mobile number ke saath.
- Salary certificate (employer se), bank statement, aur investment proofs (Naya Pakistan Certificate, mutual funds, etc.) jama karein.
- Income Tax Return form fill karein — Salary income section, Business/Other income, aur Assets/Declarations.
- 30 September har saal deadline hoti hai individual filers ke liye.
- Filing ke baad aap automatically ATL mein shamil ho jaate hain (agar tax paid ho).
Aap ka employer salary se tax (Section 149) cut kar chuka hai, to aap ki return file karna basically "settlement" hai — koi extra tax nahi dena, bas formal declaration.
Common Mistakes Jin Se Bachna Hai
- Allowances ko ignore karna: Bohat log sirf basic salary par tax calculate karte hain. Actually gross taxable income mein conveyance, medical, special allowances shamil hote hain.
- Investments ka claim na karna: APS savings, Naya Pakistan Certificates, aur PSX stocks par capital gains par aap tax deduction claim kar sakte hain.
- Non-filer rehna: Salary par tax pay kar raha ho to bhi ATL mein na hona sab se bada ghalti.
- Section 7E ignore karna: Bohat log multiple properties rakhte hain aur yeh tax nahi dete — penalty aur 100% tax penalty lag sakti hai.
- Tax return late file karna: 30 Sep ke baad Rs 1,000 per day penalty (max 100% tax).
